I am not even sure consumer prices will need to rise significantly in order to get cash in for infrastructure. ISPs will have to invest and maybe borrow, but they&#039;ll find that cash. I don&#039;t know much about the situation in the US but in Europe the larger ISPs benefit from an oligopolistic situation, something that pleases markets.



This whole survey thing looks very much like pressuring for public support, aka money.</description>
